- Abstract
Aiming at local adjustments of regulatory detailed plan which occur constantly today,based on the methods of demonstration and comparison,this paper analyzes the concept on local adjustment of regulatory detailed plan,then presents its distincuion from the regulatory detailed plan's constituting,amending,and conflating.!Some principles on the innovation of the implement to local adjustment of regulatory detailed plan are proposed,such as discriminative-disposal,whole-controlling,open-administrating and traced responsibilities.
